June 2017 – By participating in the Local Education Agency (LEA) Medi-Cal Billing Option Program, school districts in California receive the federal share of reimbursement for providing certain school-based health services. Historically, these services have been limited to those defined in a student’s Individual Education Program (IEP). The federal government’s recent policy change regarding the so-called “free care” rule may expand the types of services that can be billed. This report, developed for the California School-Based Health Alliance with support from the national School-Based Health Alliance, describes strategies for administering these programs and can assist other school districts as they potentially expand their billing practices once the “free-care” rule amendment to the California Medicaid State Plan is approved.
